Sep 30, 2020 · Holy orders never seem to request to lease new baronies. They do, but only once they reach a particular size (and I think they can ask any ruler of their faith, not just the founder). Generally speaking, the more they get used, the bigger they'll grow. they don't upgrade their holdings. Then you have a city you can give to the holy order to rule as their base. Reforming the religion is not a requirement. Only having a city.
